This "unrestricted warfare" against America has several dimensions: technological, space, military, political, economic, digital, psychological, informational and diplomatic. In fact, the Chinese Communist Party (CCP) openly declared a "people's war" against the US in a May 14, 2019 edition of the People's Daily.
